I can't see a problem with trying to write to the normal plugin install folder 
first, and if that doesn't work, write to cache.  There's no need for the user 
to pick an option.

Granted, there is no data lost - a user could reinstall the plugin, but that's 
an annoyance that I wouldn't like for no reason.  I could see it happening; 
install an upgrade, delete cache, find a plugin missing, wonder what other 
plugins have been lost, try to locate them, download new versions that don't 
work, etc.

My cache folder is set to a different location to my plugin folder.  My SC 
application (and plugins) get backed up; my SC cache folder with thousands of 
files doesn't.

I haven't had users reporting any major problems when downloading and 
installing my plugins, so I see no reason to change to something that I could 
envisage having problems.
