It was intended to be a lightweight process to make sure plugins from new authors didn't do anything which could mess up the server or someone's PC. Definately not looking to comment on code quality or style... My original intention was to add some degree of community led self policing, but still allowing new plugin author's work to make it to the recommended list - we want to continue to encourage new authors, so I didn't want to make the process restrict us to the most active authors here...
