I've just tried sending a playlist to an off player with every possible setting of the Power On Resume setting. It worked properly in every state i.e. the player I was sending to turned on and immediately started playing. This was with 7.3. Could you try and get me a simple test case I could use to reproduce the behaviour? As you say, it might be something new in 7.4, but I'd like to be sure about 7.3 before trying 7.4.
