You can't fix the lag = it can be reduced a little(e.g maybe down to about 1 sec) but it is mainly due to buffering by app in PC (wavin2cmd.exe) and in SC and a small amount of network delays.
When using SC to sync with video with audio you need to use a special player such as mplayer or vlc where audo /video timing can be split (i.e. make audio lead video to compensate for SC delay) - but it is a hit/miss setup.
