1. Why do think the zip file cannot be opened - the message show a
write permissions problem.

2. The directory is correct - "Extension Downloader" plugin installs
all plugins into InstalledPlugins\Plugins in the defined SC cache
directory.  The cache directory will be in ProgramData as this will be
writable when SC is running whereas ProgramFiles is usually write
protected.

The write has failed so check the following:
1. Disk space
2. No existing copy of  wavin2cmd.exe in the directory. If there is
already a InstalledPlugins\Plugins\WaveInput directory - delete it.  If
there is server\Plugins\WaveInput as well - delete it.
3. Security s/w / permissions blocking ".exe" being written.

After any deletions etc.  - before restarting SC reboot the PC to be
sure to clear Windows caches.
