Sorry to serially answer your question..but I've been officially

Re keeping the hardware clock on UTC:  on Fedora, Redhat & like
distros, you can simply use the..

# setup

..command in a terminal window.  Navigate to "Timezone configuration"
and "System clock uses UTC" is an option there.
