Double clicking won't work, because you need to specify the xml file as
parameter.
Try something like this from a Command Prompt:

perl TrackStatiTunesUpdate.pl TrackStat_iTunes_Complete.txt
--------------------
If perl isn't in the PATH you might need to use the full path instead
of just "perl" as shown above.
