If I remember correctly, the trick is to run the export (complete or incremental file) just before you run the import. This will make sure that all ratings in SqueezeCenter are written to iTunes before you import the iTunes ratings (which will overwrite any rating in Squeezebox Server). The import should work correctly without the export if you don't care about ratings.
