I don't think Energy Saver looks at network activity when deciding whether or not to sleep (see Apple's knowledge base articles) though it may actually wake from sleep if there is networkactivity. And certainly the other programs that deal with Energy Saver problems only seem to look at keyboard and mouse activity.
I've tried lots of things at various times, fresh user, disconnecting any external USB drives and hubs, resetting Power Management. Nothing worked, and the various threads on Apple discussions and elsewhere do indicate that there are many different issues involved. I finally decided it was not worth investigating further, and that using one of the third-party programs was by far the simplest answer. Unfortunately all the programs I have tried prevent sleep only when there is mouse or keyboard activity, not hard drive activity, and certainly not network activity.
