I didn't touch inittab on this (debian lenny) machine before witnessing the issue. I don't look there very often... serial console or this kind of things. I would avoid fiddling with this file, there is a chance to screw a system badly.
I was a bit surprised at the addition of the shutdown.allow file by srvPowerControl, but didn't think of any practical consequences. Is it really necessary since shutdown is invoked by root via sudo ?
