Problem solved! I *think* that another plugin I was trying install, but it failed, caused an issue. I saw (on the extensions page) a checksum error relating to the new plugin, and maybe that prevented SC from reloading the plugin list from all the repos? Anyway, today that plugin installed correctly, and srvrpowerctrl is now listed, and installed (hooray!).
