That event gets triggered by when the Squeezebox Server service itself stops...usually when the system shuts down or if you manually kill the service.
What's needed here is a monitoring facility that is clued into the fact that the system is about to go into sleep or hibernation. This is something that I think would be impossible in perl, so it's not going to happen in the plugin. Instead, I'll have to write yet another C based windows utility that listens for power management events and fires off CLI requests to Squeezebox Server. This is entirely doable.
