Actually, SrvrPowerCtrl adjusts for what I've always considered to be a
SBS bug: no anticipation of local time change due to ST=>WT switch in
the GetNextAlarm code.  So, on those days that SrvrPowerCtrl detects a
ST=>WT switch, it advances the wakeup time for the server by an hour
(and vice versa in the spring).  When the server wakes up, the OS makes
the TZ adjustment to local time and SBS's alarm ought to go off at the
"right" time.
