The Jiggler scripts are

#!/bin/bash
osascript  -e 'tell application "Jiggler" to launch' 

to turn it on and

#!/bin/bash
osascript  -e 'tell application "Jiggler" to launch' 

to turn it off.

These are shell scripts. 

The first line I think defines what shell is being used.

osascript calls an Applescript, and the -e flag says that the line
between the two occurrences of ' is the script. For multi-line scripts
you can either use -e '...' -e '...' repeatedly, one line at a time, or
omit the -e and call a file.

I seem to remember that if you 

tell application Jiggler to activate

this starts it and brings it to the front, whereas launch keeps it in
the background.

Caffeine on the Mac should be running all the time as a menu bar item
that you can click on, and the Applescripts would be

tell application "Caffeine" to turn on

and

tell application "Caffeine" to turn off
