And that user is an admin?

In a case like this, it usually boils down to either path or
permissions.  What does
C:\ProgramData\Squeezebox\Logs\srvrpowerctrl.log have to say about the
shutdown attempt?

It's been a while (like maybe 10 months!) since I last check
SrvrPowerCtrl's functionality on my Windows 7-64b box.  I'll try to
test this within the next couple of days and report back my
observations.
