As written before: Yes, you can if you still have the old ipa file. Search this thread for "ipa" for instructions.
However, I still believe this has to do with the OS update, not the iPeng update, I sometimes see this (not reproducible) with iOS 4.2.1, I don't see it at all with 4.1. I have found some rare conditions under which iPeng could theoretically stay alive, especially if you activate the screen saver quickly after opening the app (within the first 30s).
