This is why I hate Windows - I had to spend hours just trying to find
ways around annoying Windows shortcomings and often realising there is
no work around.

VLC cannot produce a dos shell.  The "-I dummy" relates to the VLC
window which has drop down menus with close, minimise etc. icon in the
title bar.

The dos box comes from the method you use to start vlc.exe

I think it will be in the Target box but I have a feeling that a dos
box will always pop up because Windows does not provide an option to
suppress it.  The TunerPlay plugin uses a Perl library to create
processes and I think this is why dos box doesn't appear.

The easiest way to get around this is to put the command line in a BAT
file and use a command something like "cmd.exe /c vlcmd.bat".

If dos box popping up is a big negative, it may be worth looking at
hstart.
