I can't remember the details but you can save "settings" as default but
this will still mean you have to enter a tuning frequency before
startiong the stream.
I think starting from a BAT file or just a desktop icon with a command
line will work. I think if it is more than about 250 chars - it has to
be run from a BAT file.
You need to build a command line to launch vlc and starting playing.
There are many options so you can have vlc running with no windows or
with the GUI window.
I think I used the VLC "wizard" to create the command line but the end
result I used in the Tuner plugin was

The above tuned an analogue Tuner card to stream to output a PCM
stream. I think your card will probably also use the DirectShow Windows
interface and so you will also need to use "dshow" parameters. The
names of the parameters after the "dshow-" depends on the card vendor
so your card may have similar but different names.
Variable in caps (e.g. $TUNERDEVICE$) were replaced by the plugin by
devices specific values so these will be fixed for your system.
I think you will have only one value to change between each of the
batch files - the frequency on the ":dshow-tuner-channel" or similar
parameter.
Initially I used the VLC GUI to get streaming working and then I think
I open some extra dialogues or checked a "option" check box and VLC
shows the equivalent command line options
