The plugin is still on my repository just the link is not in SBS. I'm not sure if there needs to be some 7.5 or 7.6 specific updates.
http://bpaplugins.googlecode.com/files/TunerPlay-win-v100.ZIP There is a lot of stuff in it to figure out how to handle different cards which can be ignore / dumped. I think you could just update the custom-convert.conf file to use your vlc options and put the frequency variable where you do dvb channel selection.
