bug I recently introduced that Jassel pointed out. Thanks for that.

1). Fixed a recently introducted bug in the IP3K menu handling.
2). Added a setup check for debian systems. Only default the Set RTC
wakealarm
command time format for hardware clock == local time if a Gnome GUI
is detected. If a machine is running headless, assume that the hwclock is
UTC.

As far as I know, Ubuntu server now defaults the hwclock to UTC. I'm
not sure if Ubuntu desktop also defaults to UTC if it doesn't see
another OS partition on the boot drive. If anyone knows more details,
I'd appreciate hearing from them. Thanks.
