Is this on a laptop?  On laptops, Windows 7 defaults to disabling wake
timers...which is exactly what SCPowerTool.exe uses to wake the system.
Make sure that wake timers are enabled in your active power plan:

Control Panel -> Hardware and Sound -> Power Options -> Change Plan
Settings -> Change advanced power settings -> Change settings that are
currently unavailable -> Sleep -> Allow wake timers -> On battery:
Enable; Plugged in: Enable.
