As expected you are getting a UK WMA URL whereas I get a non UK URL.

So is the problem that the BBC has got mixed up with its geo IP locking
and thinks you are not in the UK.
So there are two test to perform.
1. Can you can play the UK URL on another device.
2. Can you play the non UK URL on your player connected to local LMS ?
