OK the BBC WMA broadcast service thinks you are not in the UK even
though another BBC service which provided the correct UK URLs from the
ASX playlist.  This is clearly a BBC problem.

Assuming the following:
* you are in the Uk and not using some sort of VPN to pretend you are in
the UK
* when you play AAC you get more than the non UK 48kbps (i.e. 128kbps or
320kbps)
* you can play BBC iPlayer videos.

BBC uses 3rd party services to "broadcast" all their services. AFAIK The
BBC WMA service is delivered by a different providers than the iPlayer
and AAC and possibly UK and Non UK have different provider so I think it
may be hard to get BBC to "fix" this problem unless you find other users
with same problem (e.g. not quite the same

service is sort of hidden and most BBC feedback channels are geared to
iPlayer (and hence AAC) so it is hard to get a message through so I'd
advise using AAC and not wait for a fix.
