Sorry, as much as I would like to, I can't. I keep backup copies of old
versions myself for my older devices.
Are you sure it's no longer in  the trash bin on your computer with
iTunes or somewhere in the iTunes folder? Look for a "*.ipa" file,
probably called iPeng_<version number>.ipa.

The App needs to be signed for your account and only the App Store can
do that.
It's a big shortcoming of the App Store that it can't provide legacy
versions for older devices, especially now that Apple more or less
forces developers to discontinue support for them.

I also can't distribute older versions through other channels (e.g. for
jailbroken devices) since the Apple demands exclusivity when you are on
the App Store.
