Switching off ipeng player seems to have solved it. 

I had a good look around in LMS, ipeng and ipeng player settings but
couldn't find anything anywhere that was synced. Interestingly, with
player set to off, the ipeng volume control still jumps up but now it
jumps back down again so volume stays the same.
