After running cleanup, clear cache folder etc. I was able to rescan my library. I wish there was a way to see progress of the cleanup progress. Then restarted LMS and did a full rescan which worked. Settings still not available from the Control Panel though. Strange.
Can you please elaborate what settings you're trying to access which way and how this fails?
