Hm, I just checked it out and to me it seems that what doesn't work with 3.1 is the App Store App.... It mentions the 1.4.5 but what it actually offers down in the details of the page is indeed the 2.0.13. That's the current release which indeed only works with iOS 4.2 and newer.
