You haven't given any detail about your setup in particular what sort of player and assuming that LMS has moved from a Dell server to a Pi server.
The "allow transcoding" fix is only applicable to players which do not have native AAC playing and support WMA natively. If you are using a player which has native WMA and are gewtting rebuffering - then the issue is in your local network or your connection to BBC (are you in the UK ?) .
