I've done a bit of homework, and the issue seems to be that the BBC want us to stream (view-listen without downloading to a file) rather than download media content (podcasts), and this required the use of proprietary protocols such as Adobe's RPMT that in turn required the use of proprietary servers such as Adobe's Flash Media Server (FMS). It is now possible to stream using HTTP (free) so avoiding the cost of proprietary servers, but this still requires proprietary but new protocols such as HDS (that Adobe Flash Player or Air comprehends on desktops) and HLS (that iOS, Android and some smart TV's comprehend natively). So, that's what is being implemented. Streaming is the key.
