My gut feel is that jumps in audio are BBC. I think they used to do it with RealAudio streams when a live RealAudio stream was getting behind realtime (e.g. RealAudio stream announces it is "6 O'Clock" when in reality it is 6.02 ). The stream was never minutes behind but seconds so they used to do lots of tiny jumps. Real time encoding of stream was harder a few years ago but now for HLS they have to encode multiple data rates streams simultaneously so maybe they have teething troubles.
