It's ALWAYS an LMS performance issue, it's just that iPeng might be
causing that issue :)
Performance on the iPad is never an issue except for scrolling on some
old models and for thumbnail lookup under certain conditions which will
be changed in the next update of iPeng, but all of that only results in
laggy scrolling or laggy artwork display in the browsing screens.

How large is the playlist? One difference between iPeng and probably
some of the other Apps is that iPeng always downloads the complete
playlist. This is an optimization issue... It makes reordering and
scrolling the playlist much easier for 99% of all users but for those 1%
who chose to change the LMS default setting of using 500 tracks maximum
and the also shuffle the playlist it can create quite a bit of load...
That said: I had thought the server-side performance issue with large
playlists were fixed in 7.9 so I'd consider at least playlist sizes of
1000 or 2000 tracks as not problematic but it might depend on the server
hardware.

The problem with shuffling is that he playlist changes a lot (depending
on your shuffle settings) and then needs to be re-downloaded. Have you
ever considered to use one of the dynamic playlist plugins instead of
loading the whole thing?
