BBC have definitely been talking to manufacturers/vendors - whether
their marketing depts listen is another issue.Vendors won't move as fast
BBC would like.

It took some vendors 9 months to get HLS but hopefully they also did a
lot of ground work so that DASH is a smaller development step.

Vendors have to justify development budgets - so if a product works
today with HLS - why spend money on DASH  ? especially as there are no
obvious benefits except for the BBC.  Vendros needs sales to recoup
costs of developing HLS before spending more on developing DASH.

Vendors also have to take in account : existing products which were
supposed to have a certain lifetime to recoup costs and make profit and
which could be seen as obsolete by customer if they don't support DASH. 
Furthermore if vendors sells these products which cannot do DASH - then
customer will feel cheated if it is not going to be able to receive BBC
for next 10 years.
