The LMS server broadcasts to 255.255.255.255 on port 3483/udp to advertise itself. For some (wrong) reason, 255.255.255.255 is not considered as the local network broadcast address but as a foreign destination (another "zone"). So you have to allow broadcasts to go through to external zones in the FW config. (Generally this is a very bad idea as it leaks a lot of info, esp. your windows shares. But if you confine it to 3483 you should be fine. Anyway I suppose you have sort router box to access the Internet so this one will take care of that.) This is all guessing on my part, but I feel there's a chance member AubreyCTurnerJr nailed the problem in his posts #2 and #4.
