I searched this forum and found some quite old transactions you've had
around the same issue, including one where I participated :)
I also found this even older thread, but given what I've read on the
internet, I wonder is this is not your solution:

I haven't used SuSE in a decade, but what I *suspect* is that the
firewall blocks broadcasts by default, as it should. The LMS server
broadcasts to 255.255.255.255 on port 3483/udp to advertise itself. For
some (wrong) reason, 255.255.255.255 is not considered as the local
network broadcast address but as a foreign destination (another
"zone").
So you have to allow broadcasts to go through to external zones in the
FW config.
(Generally this is a very bad idea as it leaks a lot of info, esp. your
windows shares. But if you confine it to 3483 you should be fine. Anyway
I suppose you have sort router box to access the Internet so this one
will take care of that.)

This is all guessing on my part, but I feel there's a chance member
AubreyCTurnerJr nailed the problem in his posts #2 and #4.
