Echonest/Spotify refers to new APIs and that most of the current
features are available under new APIs too.

I haven't seen even a claim that "most" of the old API was supported. It's a very little part which is available through the new API. It's probably the most important though (the mixer functionality). But the old API would eg. allow you to provide a summary of your local music's metadata to be used in the mixing, and it then created mixes not only with your own music, but with IDs for services like Rhapsody, Deezer, Spotify, MOG (and some more obscure), too. The new API only works with Spotify. Therefore the main use of SmartMix is gone: creating smart mixes of your own and related music.

The mixing of Spotify content is available through the Spotify app ("Artist Radio", "Track Radio").

Besides the mixing there were tons of metadata queries available for artists and songs, such as lists of videos online, related blogs, social networking accounts of the artists, etc. All this is gone. Not important to SmartMix, but still part of the large junks of the old API which probably will never be available through the Spotify API.

Wouldn't it be possible to
change the smart mix integration to the Spotify APIs and use it in
similar way as currently? Or is the (free) access more restricted or
limited which makes it unworthy?

It's not worth it. The lack of support for my local music collection disqualifies the new API.
