This is likley the issue with the fact that LMS restarts before it has
downloaded the full plugin (this is a general issue, but you only see it
if the plugin is a large file to download). Best it to erase anything
left in the DownloadedPlugins directory (location depends on your
platform), then when LMS asks for restart after installing a plugin,
wait a minute or two, or best look at the size of the file in
DownloadedPlugins: when it stalls, then you can restart LMS
