Any message in the log file ? Rebuffering is usually due to BBC server not delivering data in time. This can be due to DNS or just the CDN servers are slow. The CDN servers seems to be setup in regions which means just one region can be bad (perhaps running out of capacity). The default timeout for BBCiPlayer setting depends on your prefs setting - IIRC I posted a reply and a patch how to increase the timeout - won't cure the problem but makw it less worse.
