At the moment, I personally believe rebuffering is associated with HLS and DASH implementation not using persistent TCP which means a TCP connection is needed for each 6sec of audio. While this is OK for a web page as there is usually a pause while user reads a page - for audio this means many many TCP short connections being made for a period of time - I think this stresses some systems and the system includes: BBC, CDNs, ISP and LMS server. Until I have a test version of BBCiPlayer with persistent TCP - I cannot prove this theory. Thats said, where are you located ? what sort of network connections ? when did you do your testing ?
