I thought I would add more of my experience. I am using Win10 (i5 desktop 8GB) running Logitech Media Server Version: 7.9.0 - 1472021444 @ Wed Aug 24 07:08:19 CUT 2016.
I have highest speed broadband with Virgin Media. The win10 shows no signs of stress. very little CPU stress. plays 24/96 FLAC from my extensive collection to all streamers with no difficulty. I am in Herts. UK. I have SB3 wired and wireless. I use ASUS RT-N66U router (excellent btw) I also have a wired O2 joggler (a Linux Touch ATOM based device) running SqueezePlay os (http://birdslikewires.co.uk/squeezeplay-os) operates like a touch but with bigger screen and only costs 50 quid and plays 24/96 - very neat! I have a transporter too, although currently not connected, but also rebuffers. We listen to BBC only and mainly Radio2 and Radio6. Often we sync between SB3 and sometimes between SB3 (wired) and Joggler (wired) we nearly always get repeated short re-buffering for the 1st 15-30 mins. on live streams. Then weirdly it settles to being more much reliable, sometimes with no re-buffer at all for hours! Does not seem to make any difference whether DASH or HLS is primary. Have mainly had DASH set first. Excited to learn that bpa is working on a persistent TCP version. Sounds like this could be at the root of many of these issues. I would like to add my voice to saying how much appreciated it is that people like bpa give so much of their time and expertise to further this amazing eco-system.
