No, but if it did that would be a real security problem because anyone could
just come along and hose the app.

You can, however, re-run setup/Setup.cfm to reset the entire application and
all cookies on your machine at the same time.  The setup directory is
intended to be secured with OS-level security when it is deployed in
production.
