This is why we have setup/Setup.cfm, which also clears out bad cookies on the developer's system if something goes wrong. Have you tried Setup.cfm? Will that do for your needs, or are some of its other mechanics getting in the way? You can uncheck the Verity collection checkbox if it's already been built, and that saves some time. Let me know.
