That's a good question. The relevant entry from the Changes file appears
to be:

[ 9207] By: jhi on 2001/03/18 20:07:43
Log: podchecker relaxations from Michael Stevens.
     Branch: perl
           ! lib/Pod/Checker.pm lib/Pod/ParseUtils.pm pod/perlpod.pod

(There are other Pod:: changes as well in the Changes file. From the
entries they each individually appear to be relatively minor; I'd not be
surprised if the cummulative effect didn't appear relatively minor,
however.)

More generally, coordinating maintenance for modules that are both in the
core and have a separate life on CPAN is an important task, but one which
is hard to do perfectly. There's even a whole document, Porting/Contract,
about appropriate goals for such maintenance, but the sheer volume of
stuff involved makes it hard to keep everything in sync all the time.

That'd be Hugo these days.

Thanks,
