Oops, you uncovered a bug (hopefully THE bug) in my implementation of =encoding! It was actually a bit of code that I was going to fix earlier, but forgot to.
Until I get a chance to fix this in the next few days, just put some blank lines after the "=encoding whatever" line, and the problem should go away. See the attached.
(If you take out that bunch of blank lines in the Turkish.pod file, it stops working right.)
