I doubt that this is a problem of polipo's making.  Even the windows
version... README.Windows suggests the Windows port doesn't do anything
too special.

The OS you're using would be a start :-).  Full versions for that, and
for polipo.  What type of keyboard is it?  What keyboard layout?

On X Windows (linux GUI) I would try "xev", the X Event Tester.
