With that and be damned to what Cross may have to say about it, he was going
and started walking up the stairs with them.

Cross didn't say anything and led them up to the tribunal room, only to nod
at the guard that was standing beside the room and moving so that he had his
hand under Julia's arm as he escorted her inside and strategically separated
priest and her while he did it.

The guard finished the separation by literally stepping in front of Philip
until the door closed, then just stood there.

It was one of Cross' men and he wasn't going to move.
