for versions before 3 try to use bower bower install --save PolymerElements/paper-button#^2.0.0
However i agree and already complained about the politics regarding Polymer2. Seems that only 3.0 is of interest and it is assumed that everybody is happy (and able) to move on to version 3. This is not a good example of open source and sustainability - leaving users of older versions in the dust. Am Freitag, 12.
