It's not moving up as much as moving a step over from version 2 to 3. The code 
really doesn't change, or the concepts and methods. Polymer 3 provides a quick 
path from HTML Imports, which is deprecated because several browser vendors 
wouldn't support it, to ES Modules managed by NPM, which is supported by all of
