NTP coverage in Iceland is important to increase time accuracy as otherwise the respones would have to travel through long submarine cables to reach any other country. Some effort is needed to provide stratum 1 servers for the public or opening up non-public stratum 1 servers. Let's see how that'll go. No public regulations or laws are in effect in Iceland (as far as I know) that require precise timekeeping.
