A few dozen in each country, many more in the big countries. It's
as much for redundancy so everyone doesn't get the same server
(and suffer when it goes away) as for spreading the load.
We have 5 more servers in the US, which already runs ntpd for time
sync, but they are on IPv4. We could publish them to the pool. Would
servers in the USA help?
