It's common to use pin 4 on the DE-9 for power. I think that many non-GPS gizmos (for example, bar code scanners) used it for power long before USB came along. Some RS-232 PCI cards are setup to supply +5 or +12 on that pin, jumper selectable. -- These are my opinions.
