In short ignore it.

http://www.pool.ntp.org/en/vendors.html has guidelines for vendors, but not all 
of them are following it.

It is even worse with ISPs.

On my server I have a whole networks that are configured to update from the 
public pool (fortunately not abusive ones<crossing fingers>).

Some ISPs instead of creating few ntp servers prefer to pass the traffic to 
public servers?!

Pool administration could probably ask politely the vendor to contribute, but I 
do not see what could be done to stop the abuse.
